Clinic Manager/Nurse Practitioner (Finance)



Department: Health Services Salary: Commensurate with education and experience.
Description:

The Clinic Manager/Nurse Practitioner manages overall responsibility for medical decisions for the clinic, including quality management and quality improvement activities based on assessment and data of patient care. Oversees the medical components and office operations for liability based on federal and state regulations. Provides direct patient care, including performing history and physical examinations, diagnosis of primary care conditions, orders and interprets laboratory, and diagnostic tests, and prescribes medication. Consults with physician regarding the care of patients with complex diagnosis.

Duties:
  • Enhances student health activities and services that are incorporated across the campus including all university recruitment and retention efforts to build a culture of wellbeing. Manages overall responsibility for medical decisions for the clinic, including quality management and quality improvement activities based on assessment and data of patient care. Oversees the medical operations for liability based on federal and state regulations.
  • Provides direct patient care, including performing history and physical examinations, diagnosis of primary care conditions, orders and interprets laboratory, and diagnostic tests, and prescribes medication. Consults with physician regarding the care of patients with complex diagnosis.
  • Performs administrative oversight of unit strategic planning, budget management, negotiation and initiation of agreements for contract professionals and lab services, and assessment to ensure unit aligns with division and institution strategic goals.
  • Oversees the management, facility and equipment maintenance, operation, and staffing schedules of the clinic. Stays informed about and ensures compliance with UHCL policies, regulations, and best practices in college health and student affairs. Ensures adherence to local health regulations, including Family Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
  • Reviews and audits records with clinic operations and medical providers for quality assurance. Manages the creation and updates of all policies, procedures, medical protocols and forms.
  • Manages and implements the department's content of graphics and promotional materials and outreach events. This includes print media, digital content, website with online resources, and other marketing efforts to convey the services and resources provided by the department. Collaborates with other offices on education.
  • Provides direction in the hiring, training, development, supervision, and evaluation of professional and support staff for the department.
  • Remains current with trends and innovations in college health and clinic operations. Plans for potential crises and ensures business continuity in the event of building or system disruptions or a pandemic event.
  • Serves on university, divisional, and system level committees that support the efforts of health services for UHCL students and performs all related duties as assigned.

Required Qualifications:
  1. Master of Science in Nursing.
  2. Minimum five years of experience supervising full-time employees.
  3. Minimum five years of experience in a health-related environment such as a clinic or hospital.
  4. Active license as a Registered Nurse and as an Advance Practice Registered Nurse, Family Nurse Practitioner, in the state of Texas with prescriptive authority and national board certification as a family nurse practitioner.
  5. American Heart Association - Basic Life Support Certificate.

Knowledge, Skills and Abilities:
  • Strong knowledge of college health, experience with managing a clinic including day to day operations and oversight of patient care, understanding of compliance, HIPPA, and licensures.
  • Working knowledge related to enhancing student health activities and services.
  • Ability to perform Unit strategic planning, budget management, negotiations and initiation of agreements for contract professionals and lab services.
  • Ability to direct collection, analysis and interpretation of statistics relevant to program planning.
  • Skills in Patient Electronic Medical Record Management System as well as in Microsoft Software and PeopleSoft.
  • Ability to effectively communicate.
  • Skills in creation and updates of policies, procedures, medical protocols and forms.
  • Ability to remain current with trends and innovations in college health and clinic operations.
