Manager, Projects Portfolio (Education)



Job Summary

Responsible for a project portfolio (or sub-portfolios), ensuring the projects align with the institution's strategy, are effectively prioritized, and are executed successfully. The role involves overseeing progress of projects, coordinating resources, mitigating risks, and ensuring that all projects meet their deadlines and objectives.

ESSENTIAL FUNCTIONS

Portfolio Value Management – Oversee and manage a diverse project portfolio from inception to completion, ensure key information required for prioritization and management of the benefits lifecycle is captured at the onset of each proposed project. Facilitate the centralized collection of performance information, including change requests and project prioritization based on strategic alignment, resource availability, and organizational goals. Categorize projects to provide insight into areas of project investments (e.g., new capabilities/services, keep-the-lights-on, etc.), assess the impact project changes can have on the portfolio and provide insight to senior leaders for decision making, tracks project performance to ensure a healthy portfolio based on schedule and budget performance, scope and risk management, and progress towards benefits realization.

Strategy Alignment - Ensure that all portfolio projects align with the HCC's overall strategic goals and objectives. Contribute to strategic planning sessions, providing insights from the project portfolio perspective.

Benefits Lifecycle Management - Collaborate with project sponsors and project managers to facilitate the benefits lifecycle for programs and projects from benefits identification to benefits transition. Determine tools and techniques to identify and classify benefits, and prepare templates for the benefits register, benefit reports, benefit realization, and benefit transition plans. Ensure project sponsors have access to necessary tools, support, and training for successful tracking of benefits.

Project Management Methodology and Support - Establish and monitor project management best practices, standards, and processes across the organization, including stage gate processes. Ensure project teams have access to necessary project management tools, support, and training for successful project execution. Serve as the system administrator for the portfolio management software platform.

Risk Management and Problem Solving - Identify potential risks across the project portfolio and develop mitigation strategy recommendations. Ensure risk management plans are in place for each project, minimizing potential disruptions to delivery.

Stakeholder Communication - Function as the main point of contact for portfolio-related matters and escalate issues as needed. Prepare and deliver regular updates to senior management, highlighting portfolio status and key developments.

Resource Allocation and Budgeting - Develop reports to provide resource allocation transparency, ensuring areas of significant overallocations are discussed and decisions made for optimal utilization. Develop reports to provide portfolio budget transparency, ensuring alignment with business priorities. Monitor financial health and resource distribution for each project.

Performance Evaluation - Measure and evaluate the performance of individual projects and overall portfolio success. Drive continuous improvement by analyzing past project performance, and ensuring the implementation of lessons learned.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

·         Bachelor's degree in business administration, project management, or related field is required.  Master's degree preferred.

·         5 years of project management experience through the full project lifecycle from initiation to closeout, with at least 3 years of experience in a portfolio management role.          

Licensing & Certification

·         Valid Texas Driver License

·         Project Management Professional (PMP) certification or equivalent industry-acknowledged credential is required.

·         Program Management Professional (PgMP) certification or equivalent is a plus.

·         Portfolio Management Professional (PfMP) certification or equivalent is a plus.

Working Conditions

General Office.  Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner.  Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements.  May be required to work after hours to include weekends and holidays.
