Administrative Specialist (Finance)



Student Conduct and Ethical Development (SCED) is a part of the Associate Vice President/Dean of Students staff within Student Success. SCED has five (5) full time professional staff, one full time administrative support staff, one graduate assistant, and a student assistant. Additionally, faculty, staff, and students serve as volunteers on the University Conduct Board (UCB) to support the mission of SCED. SCED supports the goals, mission, values, and visions of the University of South Florida ( University of USF ) by promoting responsibility and adherence to the standards of behavior outlined in the Student Code of Conduct. SCED collaborates with the USF community to advocate for a safe environment that promotes personal accountability and supports student success. SCED facilitates educational opportunities through meaningful interactions with students to encourage their academic, emotional, and professional development. The goal of SCED is to create environments that empower students to engage as ethical citizens in a diverse global society.

This position provides administrative support to the Student Conduct and Ethical Development office. This is a high-volume office responding to sensitive and confidential concerns. This position requires strong judgement and interpersonal communication skills and knowledge of the University of South Florida/State University Systems policies and procedures. The position has fiscal and personnel management responsibilities as it relates to the Student Conduct and
Ethical Development office requiring a working knowledge of the financial and personal policies and procedures at USF. This position is responsible for assisting with the management of an electronic database which consists of confidential and personal data/files for USF students. The Administrative Specialist also assists with web page updates, projects, presentations, or reports as needed. This position also serves as the Office Manager for SCED.Minimum Qualifications:

This position requires a high school diploma or equivalent, with at least four years of experience in an office or administrative support position. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.

Preferred Education/Experience:

This position requires a high school diploma or equivalent, with at least four years of experience in an office or administrative support position. Additional education may not be substituted for this experience requirement. Preferred candidate will have a bachelor's degree and at least two years of experience in an office or administrative position. Must know Office protocol, have proficient computer skills, along with excellent written and verbal communication skills.

Degree Equivalency Clause: Four years of direct experience for a bachelor's degree.
• Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S.
• SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
• A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
• (a) Two years of direct experience for an associate degree;
• (b) Four years of direct experience for a bachelor's degree;
• (c) Six years of direct experience for a master's degree;

• (e) Nine years of direct experience for a doctoral degree
• Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.

  • Provides administrative support to the Student Conduct and Ethical Development Office: six professional staff and one graduate assistant. This entails managing office emails, meeting preparation, meeting attendance, meeting notes, coordinating travel, preparing reports, and compiling statistical data.
  • Provides first line response to students in the resolution of concerns and issues related to the student conduct process. Responds to requests for information and exercises judgment pertaining to confidential documents/data in compliance with the Sunshine Law and FERPA.
  • Provides office management, fiscal responsibilities, and prepares reports, projects, and completes web page updates as needed. Recruits, hires, trains, supervises, and maintains payroll for all student staff in the office. Monitors the budget and conducts all purchasing for the office. Must know all appointment/payroll/budgeting procedures.
  • Performs other duties as assigned.
