Configuration Analyst II (Finance)



Job Summary:

The Configuration Analyst II analyses proposed changes of product design to determine effect on overall product and system. Coordinates modification records for management control. Establishes change orders and prepares for change authorization and documentation by company and subcontractors. Prepares reports of change effect on overall product. Reviews and analyzes released engineering change data and coordinates changes with engineering, quality assurance, manufacturing, program management, procurement and product support. Ensures that customer requirements are implemented and reviews change accounting activity to ensure compliance with configuration management (CM) policies to include CM planning, identification, change control, audits and status accounting. Oversees and coordinates data management (DM) activities for assigned programs in accordance with customer specific requirements and company procedures.

Responsibilities and Tasks (listed in bullet format) in order of priority to be successful

  • Interpret and evaluate statements of work (SOW) to derive applicable CM and DM tasking. Monitor compliance to requirements and evaluate and refine implementation across all programs.
  • Analyze implementation and execution of CM and DM requirements across all programs.
  • Review, evaluate, refine, release and maintain Configuration Management Plans in support of program requirements.
  • Provide support, guidance and counsel during the execution of program CM/DM kickoff meetings across all programs. Monitor efficiency and effectiveness and provide improvement recommendations.
  • Provide recommendations and guidance for the identification of Configuration Items (CI) and Computer Software Configuration Items (CSCI).
  • Provide guidance and expertise in the establishment, monitoring and maintenance of configuration baselines on assigned programs.
  • Perform, evaluate and refine Configuration Control Board (CCB) and Software Configuration Control Board (SCCB) activities to include capturing minutes and action items, tracking action items to closure, and distributing change notifications to program team members. Monitor effectiveness and compliance on assigned programs. Implement improvements. Prepare and conduct training as needed.
  • Perform, evaluate and refine configuration status accounting reporting (CSAR) activities. Recommend and implement improvements.
  • Identify, define, implement, release and maintain data items and submittal schedules in PLM in support of requirements on assigned programs. Monitor effectiveness, compliance and provide improvement recommendations.
  • Provide guidance and recommendations to the Integrated Product Teams (IPT) on CM initiatives and requirements on assigned programs.
  • Prepare and present CM and DM data in support of internal and customer reviews, and CM/DM audits.
  • Support current initiatives for CM and DM procedures and work instructions. Monitor effectiveness, recommend improvements and implement training as needed.
  • Interface with supplier and customer CM and DM personnel to analyze and resolve CM and DM related issues.
  • Recommend and support realignment, management and allocation of departmental resources in support of CM and DM tasking assignments.
  • Perform other related duties as assigned by supervisor.
  • Requires minimal supervision for CM and DM tasking
  • Analyzes, develops and implements advanced CM and DM concepts, standards, techniques and solutions

Education, Experience & License or Certification

Education, Experience & License or Certification

  • BA or BS from an accredited university (Preferred) or equivalent years of experience in Configuration Management
  • 3-6 years relevant experience
  • Able to read and understand drawings, Technical Procedures and Engineering Change Orders (ECOs), able to create Bills of Materials.
  • Able to learn, understand and properly use Engineering terminology.
  • Able to learn and properly use Elbit America terminology and acronyms
  • Must have or be able to obtain Secret Clearance and/or successfully complete Homeland Security Background Investigation.
  • Preferred:
    • Experience using PLM Teamcenter
    • Technical skills
    • Familiarity with MIL-STD-973 and EIA-649 is preferred
    • Familiarity with Department of Defense industry
    • Configuration Management Certification
