JOB SUMMARY:To receive payments from the general public for real estate, personal property, and special improvement taxes, issues receipts and maintain payment records; responsible for balancing and maintaining the security of cash received in payment of taxes, supervising substation operations, and scheduling and training of substation personnel.
ESSENTIAL JOB FUNCTIONS:
Supervises the daily operations of a substation. Prepares work schedules for substation personnel. Conducts training for substation personnel. Audits the work of employees; reports any problems to the manager. Maintains office supplies and equipment for the substation. Collects payments from taxpayers for real estate and personal property tax bills; verifies amounts, parcel numbers, drivers license numbers, and work phones; issues payment receipts. Reprints tax bills or receipts as necessary. Posts tax payment information into computer records. Prints daily reports reflecting tax payments received. Balances cash drawer with payments received on a daily basis; prepares a report reflecting cash and check totals and tax amounts paid. Answers questions concerning personal property and real estate tax accounts; obtain correct parcel number for taxpayers. Accepts tax payments for other counties; calls to verify amounts and forwards payment to billing county. Completes address change forms for taxpayers; forwards to the main office. Accepts payments for delinquent special improvement taxes by a separate check and forwards to the main office. Calculates tax amounts for taxpayers upon request. Receives Disabled Veterans Tax Exemption Forms; completes and forwards into the main office. Prepares bank deposits for collected funds. Obtains change from the bank as needed for cash drawer.
SECONDARY DUTIES AND RESPONSIBILITIES:
Performs other related duties as required.
PERSONNEL SUPERVISED: Supervises a group of 1-3 Customer Service Specialists II.
WORKING CONDITIONS:Work performed in smoking restricted office environment with frequent traveling to Pulaski County Treasurer substations.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
Considerable knowledge of personal property, real estate, and special improvement tax billing procedures, methods, and records maintenance.Good knowledge of office practices, procedures, equipment, and terminology.Ability to count and balance large sums of money.Ability to maintain the security of large sums of money.Ability to make basic mathematic calculations accurately and effectively.Ability to communicate tactfully and effectively with business owners and the general public.Ability to attend work regularly and reliably. Skill in the operation of and data entry into a computer.Skill in the operation of standard office equipment.
PHYSICAL REQUIREMENTS:
Digital dexterity is necessary for keyboard operation.Visual acuity is necessary for gathering information from a computer screen.Ability to hear and speak sufficiently to communicate information in person and by telephone.
EDUCATION AND EXPERIENCE:
Completion of high school or equivalent with advanced bookkeeping or related courses; Considerable cashier, teller, financial record-keeping, or related work experience; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
